That's totally bullshit. I merely sent 2 photos, a copy of my passport page and ID to my brother in china. He took these docs to a local notary office, pay a fee. Half an hour later.. Done ! simple. There is no such requirement for on-site fingerprint. I had both my 出生公证 and 未犯罪公证 done only last month. I think they are just being difficult
