I just found this message on some English immigration BBS. The code 3 fingerprint notice should let you take 10 fingerprint and Biometric at the same time. 1st is for FBI check. 2nd(index finger print +signature+ photo) is for making green card. If you have done the biometric, you should get GC directly without stamp. It seems that is a new rule recently. Good luck!
