请问“NYC婚姻绿卡申请“ 有关我case的问题

我于11/29/2002申请i486,至今无一点音讯，uscis网上的information从2003年4月到现在也从未update过，一下是我的case status according to the website of USCIS:

Your I181 CREATION OF RECORD OF LAWFUL PERMANENT RESIDENCE was received on April 24, 2003. We mailed you a receipt with information about processing. It is taking between 30 and 60 days for us to process this kind of case. We will mail you a decision as soon as processing is complete.

请教各位过来人，这到底是怎么回事。
