Your friend should submit the dismissal evidence to INS together with the form 485. It is not INS's duty to find his report.

Once INS saw the FBI record (ever arrested, but did not indicate on the materials to INS), they feel cheated by him. That's the reason for withdraw. Otherwise it should not reject so directly.
