NIW RFE

Dear all
Somebody posted yesterday that every petitioner will get a RFE except the petitioner's case got approved. Is that true?
I just got a NIW RFE. I am asked to approve that the national interest would be adversely affected if a labor certification were required.
my case is not so strong. 2 3rd author american papers. 1 1st author paper submitted, and tons of paper published in china. Am I still have any hope?
