Why not go back to China. You can find good position and get good salary there?
For J1, it is not necessary to get waiver if you want to transfer to other visa, ex. F1, H1 from border.
I know a friend who is J1, get F1 visa from Canada before waiver several years ago. Hope the policy doesn't change. Or people in border of Mexica don't know it.
When you apply for GR, you need the waiver.
You can get an I20 from a community college or whatever univ. that you like, then get the visa from Mexico or Canada.
Talk to more people, don't think something is impossible just because you heard it from one friend, especially if he is not a lawyer.
I hope you will not regret for not going back after 10 years. First several years maybe very hard for you, spirit, physical etc..
