H-4 能做independent contractor 吗

我是H-4, 看到有广告说有在家缝小玩具，邮寄信件等工作， 性质是independent contractor, 自己负责报税。 这些家庭工作都要求我先寄给他们三十块钱左右以购买starter kit, 然后他们会寄给我the starter kit. 请问大家有相关经验者：
1）这种家庭手工可信吗？
2）如果可行，H-4可以做independent contractor 吗？
