Could it be possible that the scores you have are just pass 67 mark and you should have excellent language ability in English to pass the mark? If your English is not that excellent, you may not have enough points. I guess that may raise CIC concerns about your language ability and it is reasonable for them to ask you to prove it.

I may be totally wrong.
