RIR application

Hi, my friends,
recently, Who knows RIR labor certificate application in New York is sent to backlog center or not? I heard RIR labor certificate application in Philadelphiawill is already sent to backlog center and it will take about more than 20as month to handle this.
My RIR labor certificate application was filed at Dec, 2001. Right now I still
know nothing and my lawyer said it is only waiting. It is so horrible.
if you have similar situaion in NY, would you mind to share with me how you deal with this situation?
