Regular LC转成PERM?

我已经在H1的第四年了。我的LC(regular)在去年
7月递交，但是还是没有做广告。我现在是不是
应该撤销LC转成PERM呢？因为regular LC的申请
手续也是相当麻烦的。请高手指教
