You must include your daughter since she is one of your family member. US citizen can not stay in Canada as a resident although visa is waived for visit or bussiness purpose. US and Canada are two independent countries, why people always think they are same.
Excluding your daughter will make your case more suspicious and may cause more trouble in future. Also, as you said, she can not get certain benefits like a resident. On the other hand, including your daughter only costs your application fee and Med Exam fee, that not a big saving.
