看到131的instruction上说initial evidence “must attach explanation showing
circumstance or other evidence which warrants issuance of adavnced parole."

这个是否是要求申请人必须写一封support letter?

另外，california service center似乎没有列专门接收131的PO BOX -- 那AP的申请是否
寄到485的PO BOX？
