Not good after 21

Visa status is only good when he maintains L2 status, that is: to be a minor child of L1. So after 21, he is out of L2 status even L2-I94 not yet expires. He needs to change to F1 or in I-485 pending before turned 21, or it will affect his eligibilty to file I485 inside US.
