how to appeal my denied NIW

My I-140 (NIW) at VSC was denied recently. My lawyer asked for $3500 to appeal my case. Although the chance is very slim, I want to try it by myself because I can not afford it. Would you please let me know where I can find the sample satement for appeal, the laws I can cited and some details I should pay attention to it? The time is so limited.
