If you do not sign I134 (promise cove all expense of your in-law when she is in USA), it is your in-law's responsibilty to pay the bill. If she does not pay off, she will get trouble to enter USA next time.

Evertime, I invited my parents to vists us, I signed the I-134 form and made notation in my bank. I thought it is neccessary.
