J1 waiver time line?

Hi, every one:

Happy Chinese Year!
USCIS got my recommandation letter from DOS at Nov 9 2004 and sent me a receipt at Nov. So far almost
3 months has passed, I still have not getten any further letter from USCIS, is this normal?

If you have the same situation, could you please let me know?
