说明里说：AP只用于在紧急情况下让用其他方法无法进入美国的人进入美国。而且AP不能作为避开正常签证程序的手段，也不能避免签证延误的保险措施。
而且说明里接着说，如果持H-1或者H-4等签证，而且同时I-485 pending，就不需要申请AP。
AP is not for "紧急情况下让用其他方法无法进入美国的人进入美国". coz you apply for AP before "紧急情况", right? How do you know when "紧急情况" happens? Under ur explaination, you are cheating. Actually AP is for people who filed 485 to enter USA.

可我的问题是，
1，我看到很多人都是有了H-1或者H-4，也报了I-485，为什么还要申请AP呢？
After you file 485, technically you have to use AP to enter USA. Although you can use H/L visa, CIS suggests to use AP

2，如果AP不能作为避开签证的手段，又是做什么用的呢？如果我办AP的目的就是为了避免签证，移民局会不会因此拒绝让我入境呢？

3，如果是H签证，而且报了485，是不是签证时会比较容易呢？
No. It will be more difficult to get H1 Visa. coz you obviously trend to immigrate to USA.
