这封"approval notice"是不是说J1豁免通过？

昨天收到一封united states department of homeland security bureau of citizenship & immigration 寄来的"approval notice”
内容如下：
"the united states information agency, has recommended that you be granted a waiver of the 2 year foreign residence requirement of section 212 e of the act. this recommendation only refers to the 2 year foreign residence obligation which was incurred by virtue of your current or prior nonimmigrant status as a J 1 exchange alien.

Upon consideration of the evidence of record, and onthe basis of the favorable recommendation, you are hereby granted a waiver of the 2 year foreign residence requirement of section 212 e of the act.

this completes our action on this application. the back of this form contains additional general information

请问各位前辈：
1）这信意思是不是豁免已经通过并完成了？（我感觉是，但因本人豁免过程台曲折，现在有点不太信自己）
2）下一步我还需要做什么呢？要通知什么地方我已经被豁免了马？
3）下次签证还要带着这封信吗？
