i post this question for my own interest.

If you haven't have a H1 visa on your passport, you can not use that approval notice I94 to reenter but have to apply in canada.

my situation is that I has H1 visa on my pasport already. But my H1 just got extention for another 3 years then I got another approval notice with the I94 while my old I94 got expired.
