Help! Canadian Immigration

I haven't heard anything after submitting additional required doc and fingerprints for 3 months, so I sent mail to ask what happened. Buffalo center sent me a note said that they requested background information from other government office(s). They expect a reply in 9-12 months.

My question:
1) what does it mean? has anybody had/heard same thing?
2) what's other government office(s)? government office of US or of China?
3) Is there something wrong with my application? Is this check picked randomly?
