help! F1 reinstatement

I planned to graduate last Dec and had OPT recommended but NOT mailed. Didn't graduate. Recently I was applying CPT and was found out of status becasue my I20 was shortened to Dec :). I drop dead.

Can I apply for reinstatement? How is the chance of getting approved? Since I still have several days left in my 60 days grace period, can I apply H4 now as a backup plan? If reinstatement rejected, can I stay as H4? If reinstatement approved, can I apply OPT at that time?

One more question: Can I file I539 on-line (e-file) so I get the receipt # right away? That web says yes but I rememeber somebody said it does not really work? My time is clicking...
