Yes, it is the number that you need no matter where you go for your visa. Then go back to the US embssy in Beijing's web and you will find how to buy their calling card (not your typical calling card, it is only for call the number you mentioned. Of course you also need to have your typical calling card to make the phone call first, then they will ask you to enter your Embassy calling card's pin to make your appointment).
