the VO just doubted your marriage.Actually there is no other reason to deny H4, all you have to do is to convince VO that your marriage is authentic! It is not a bad idea to go back china to get your wife's visa. But you'd better renew your H1 first since your H1 will expire soon. I don't know if it will affect your visa application in china.
