I am not an "high-hand", but I can think about it using my "low-foot".

If you do it EB-3, of course, PERM won't make it quicker, because whether u use RIR or PERM, the best situation is your priority date is 8, 2002. PERM could make it worse though.

If you do it EB-2, PERM could be helpful. Check the prevailing wage for level two of your subject at:
