Do I need to get the letter first and bring the letter to CIS to obtain the stamp?

Yes.

But you'd better make your stamp appointment first without the Notice, because it's very hard to make that.
So, DO INFOPASS NOW. you can get 2weeks earlier than you receive Notice to make.

Remember: 1 appointment for 1 falimy is OK.
