Your reply about whether the case will sent to NPC or BEC is kind of misleading.

All the cases filed after 01/01/2005 will go to NPC, no matter there are PERMS, RIR or Regular. All the case filed before 12/31/2004 will either stay in State Labor office or transfer to BEC depends whether the case was opened or not.
