my timeline:

08-05-2003 DOS 收到No Objection Letter
9/10-2003 DOS send Recommendation letter to BCIS
same day 网页更新了如上信息

about 1 week later, DOS Recommendation letter copy 收到
1 week after the copy arrived, got the receipt and approval from BCIS in the same week.(Vermont Center)
