If looked closely, the first link is obviously not for PR applications. First, this link is at the same level as immigration applicaiton kit. Second, it only metions "some cases" "may be required", not like immigration application, police certificate is mandatory for everyone. Third, in the next Medical Examination link, PR applicants are not even included.

The second link is a step by step instruction and a clear checklist is included, there is no reason not to follow these instructions.
