what I know so far, laywer Zhou didn't tell lies. All the application for LC submitted between Jan and March 28 will be forward to NPC ( national processing center) . I am also thinking, should I filed RIR for the purpose to aviod tough and strict rules under PERM regulations, bx I am working for a small company too. I will talk to my lawyer tommorrow.
