A Question for ImmCanada

Dear ImmCanada,

How are you? I have a question regarding the police certificate.

According to the Appendix B: “Do not request a police certificate from Hong Kong or Canada until you are instructed to do so by a visa office. Further instructions for obtaining a police certificate of no record from these authorities will be sent to you along with your assessment letter from the Regional Program Centre (Buffalo) and medical forms.”

I am applying for the CA green card from the US. Should I submit the police certificate when I first send out my application? I read some messages here saying it is not necessary to attach it when I first send out the application because they will ask you to do that again when they send you a letter. Or it is better for me to attach the police certificate the first time?
