如何在国内办在美国期间的无犯罪证明和指模

Dear everyone,

My friends got a trouble on obtaining FBI no criminal report for Canadian immigration. He has been in US for more than 6 months, now he is in China.He asked the american embassy in china, they told him that they do not provide such service. How can he get the report from FBI while he is in China?? we appreciate any suggestion/advice.
