I140 detail review

My company filed I140 eb1 for me in Oct 2003 at CSC. So far still pending. My company called CIS for status. We received a response. It says "detail review"
. The lawer suggested to file a federal court action to mandate CIS to process it. Otherwise it sit there forever. Any case in CSC before Oct 2003 is still pending? Is it good idea to file federal court action?
