I don't know anything about the strike right now. If you apply PR outside Canada, your application should not be affected by the strike. I got my 2nd letter in early November.

Here is my timeline so far:

Submitted: March 2004 (Bufflo)
1st letter: April 2004
2nd letter: Nov. 2004
