公民纸可以复印吗？DIY结婚绿卡问题求教

我在---DIY结婚绿卡，但遇到几个问题：

问题一：
在填I-130表时，Instructions (Rev.06/05/02)的说明提到" A copy of your naturalization certificate or Certificate of Citizenship issued by INS."，
但公民纸明文写着 "It is punishable by U.S.Law to copy ,print,or Photograph this certificate ,without lawful authority".
我的结论是看来可以提交公民纸复印件，INS默认这情况？是吗？

问题二：
我是I-130; I-485 一起递交，我的所在地是旧金山，我的材料到底是寄：

USINS California Service Center,
P.O.Box 10130,
Laguna Niguel ,CA 92607.
========================================
还是寄
==============
USINS I-485
P.O.Box 194210
San Francisco, CA 94119
==============
我是想直接寄到 San Francisco, CA 94119， 不知妥否？？

问题三：申请费I-130 + I-1485可否写在一张支票上？这二个表格在一个地点处理？？
