好像你妈妈可以到INS的网站上去make an appointment with the district office where she files the I-485, and bring the proof why she needs to go home urgently and the officer may(not guaranteed though) issue the Emergent Advance Parole. That is what INS told me when I called this morning to ask about emergent Advance Parole, but I haven't tried it so I am not sure. Hope it works.

I don't think you can get a emergent Advance Parole (travel permit) unless you are also filing I-485. Hope this helps!
