I485 approved but...

CSC, filed I140/I485 (LC) concurrent on March/2004, finger printed on April/2004, RFE on Nov/2004, approved on Dec/21/2004.
But my wife's I485 is still waiting for FBI name check. I called INS and they said they don't have control on it and have to wait the name check done.
Is it normal? Similar experience to share? thanks.
