How to immigrate into Canada?

Dear Folks:

I submitted my I-140 (NIW) petition on December 16, 2003 at Texas Service Center. The processing date is January 7, 2004 (posted two weeks ago). I haven't got any response from the center. Most likely I will be denied (my application should be strong. 8 nice publications, over 100 citation). I plan to apply a permanat residence to Canada. Could you be so kind to provide some information, for example, where to find a reliable application package. Thank you very much
