Technically, you cannot transfer a H1B visa, because each H1B must have its employer name on it. However, one person is eligible to have more one H1B visa. If the company (whoever going to hire you) is willing to sponsor you with a new H1B visa, then you can apply for another H1B. Long story short, you can do it!
