J1豁免大家是自己办还是请律师，L.A3500！

兄弟正在准备办理J1豁免，因为DS2019明年11月到期，咨询过两个律师，结论不一。一个说不可能在明年4月1日前（办理H1B）拿到豁免，一个说没有问题，可以保证4月1日前拿到，但要交3500刀！！！！！！心痛啊。。。。。。。
高人指示一下如何办。
