如果在国内没有单位,博士毕业就到美国做博士后,拿H1

如果在国内没有单位,博士毕业就到美国做博士后,拿H1,后来换成J1,这种情况容易办WAIVER吗,应该怎么办WAIVER啊??请大虾指点!!
