I-140 RFE

Hi Guys, I have got RFE from CIS days ago. Bascially, I was requested to submitt reference letters form government agencies, such as NIH. I heard that it is very difficult to get such letters from investigators in the NIH. Is this true? Anybody has experience getting such letters recently? I would appreciate any info or thoughts on this.
