-Technically, yes. But it somewhat difficult for your wife to convince the officer at the port of entry that she will return to China after short visit when both of you come to US at the same because you have ended of your job in China.
It is better you come to US and then, your wife can come after 4 to 6 months later.

-Yes, this is better way. Aother choice is that you file I-130 for her to apply for immigrant visa in China, but this will take a long time (about two years, case by case).
