You need to follow Hague Process to adopt the child and complete the adoption process before the child turns 16 years old if you want the child to immigrate to US as your adopted child. 

Hague process is very complicate, and it normally takes about 3 to 5 years.  So, to start the adoption, the earlier, the better.
