我妈妈的绿卡是2013年6月27号签发的。她10月月21号回国，因为我爸身体不好，就没有回美国。 绿卡23年7月份过期。今年来美是申请的旅游签证。如果我妈还想申请绿卡，这种情况该怎么办？
