请问各位老师，我去年10月份给父母申请了回美证，然后他们就回国了，到现在快10个月了回美证仍然没有批，也没有审核，只有一个状态“fingerprinter were taken”。请问按照最近的审批速度这种情况正常吗？

-Yes, Normally it takes about 16 months for the processing.

我是不是应该向USCIS follow up一下？
