所以如果没有certificate of naturalization number, 是不可以用美国护照代替申请配偶绿卡的，对吧？

-Just leave the item for the number blank in the I-130 and submit the completed I-130 to see what happen if you cannot get the number on time. If USCIS need the number later, they will send you RFE.
