请教老师：绿卡换新需要多久？谢谢

请教老师：

我母亲的绿卡过期了，我去年7月份就申请换新卡了，只收到了两次notice of action, 至今没有更新了--不知道到底是给换还是不给换。

打电话也无法接通人工，现在是无处可问。

母亲想明年回中国办事，可绿卡没有新的，怎么回去呢?

请教我现在能做些什么可以推动这个换新的流程，谢谢。
