请问09年申请的兄弟姐妹移民，只在10年收到过I-797，两封I-797C

1，I797是批准信，I-797C是处理地区转移和申请费收到确认，然后这么多年一直没有联络我们了，正常吗？

2，另外，我搬家后，上网站找不到更新地址的网页，我注册了账户，账户里没有这个服务

3，Petitioner怎么好像是我的绿卡号码？我申请的时候已经是公民了
