请教8老师：公民申请父母移民，H4转B2再file I130可行吗

妈妈目前是H4，女儿是公民今年8月满21岁后准备为妈妈申请绿卡，但爸爸已被裁员，妈妈必须转B2才能留到8月，所以先file i539转B2，5月到8月用转B签证cover status， 8月再file i130有没有问题？等i130 和i485都file之后再withdraw i539，这样对吗？谢谢！
