She needs to prepare more evidences on her father's illness such as the doctor's diagnosis addressing his father is in critical/emergency condition, etc., especially provide some new evidences besides the evidence she used for her previous visiting the USCIS Field Office.

Then, call USCIS to request a new appointment with the USCIS Field Office to apply for the emergency AP.
